ABOUT US
North Springs Improvement District is an Independent Special District that manages more than one million gallons of high-quality drinking water daily and maintains the city’s water distribution network, fire hydrants, and storm and sanitary collection systems. NSID provides water treatment, wastewater collection, and stormwater management to approximately 40,000 commercial, residential, and multi-family residents in the City of Parkland and Coral Springs.
North Springs Drainage District was established by the Florida State Legislature in 1971 by Chapter 71-580, Laws of Florida, as supplemented and amended. Codified and amended by Chapter 2005-341, Laws of Florida as supplemented and amended.
North Springs Improvement District Is an Independent Special District and a State of Florida Public Corporation created pursuant to Chapter 298, Florida Statutes. The Special Act of the Florida Legislature initially created the Special District as a Drainage District, but it has expanded to meet the District’s further needs throughout the years.
In 1971, the North Springs Improvement District started with 3,000 Acres. It has grown to over 8,789 acres within the Cities of Parkland and Coral Springs, Florida, and a portion of Unincorporated Broward County, Florida.

The North Springs Improvement District’s mission is to enhance the quality of life for all residents by delivering outstanding public service in a responsive, knowledgeable, and financially responsible manner. The district strives to work in conjunction with the community and other local government units to create a safe, healthy, and prosperous community. We are dedicated to integrity, transparency, and compassion.
Goals
North Springs Improvement District’s constant goal is to provide you and your family with a safe and dependable drinking water supply. We want you to understand our efforts to continually improve the water treatment process while protecting our water resources.
In order to maintain a safe and dependable water supply, we continually monitor the District’s infrastructure. Improvements are made as necessary to this infrastructure to comply with mandated regulations.
We are committed to ensuring the quality of your water and thank you for allowing us to continue to provide your family with clean, quality water.
- Fiscally Responsible: Special Districts are responsible for being good stewards of taxpayer dollars through responsible and lean budget decision-making. Special Districts spend less on general and administrative expenses than their counterparts, cities, and counties.
- Accountable: Independent Special Districts have strong levels of accountability with the board members elected by voters in their community, providing ultimate accountability to the electorate.
- Transparent: Special Districts must be transparent in their financial processes and are subject to Florida’s Sunshine, Public Records, Financial Disclosure, and Ethics Laws.
- Community-Focused:Special Districts are community-focused and mission-critical governing boards that address specific community needs and provide and maintain infrastructure and service needs, important for area residents.

The 2024 Florida Section American Water Works Association (FSAWWA) awards, a testament to the industry’s dedication and excellence, are based on rigorous criteria including exemplary performance in plant operations, maintenance, cost-efficiency, plant safety, training, and achieving consistently high drinking water quality. The water treatment plant awards are based on three size classes. The North Springs Improvement District was selected as the Winner of the Most Improved Water Treatment Plant Class A based on three size classes.

The Florida Department of Environmental Protection (DEP) previously awarded the North Springs Improvement District the 2021 Focus on Change Plant Operations Excellence Award. This prestigious award is given annually to facilities that demonstrate a sustained commitment to excellence in operations, maintenance, and compliance.
In 2025, the District was honored to receive the 2024 Focus on Change Plant Operations Excellence Award once again. This recognition reflects the District’s testament to its steadfast commitment to the community and the environment. It showcases the District’s ongoing excellence in advanced technologies, water quality, environmental stewardship, and reliable operations throughout 2024.
EXEMPLARY PERFORMANCE IN: ADVANCED TECHNOLOGIES. The District has been recognized for its commitment to water quality by utilizing advanced treatment processes, such as reverse osmosis and nanofiltration. These methods effectively remove contaminants, improving both the clarity and taste of the water. By employing these cutting-edge technologies, the District eliminates a wide range of pollutants, including pesticides, lead, and mercury, while enhancing the water’s appearance. This comprehensive filtration process ensures that residents receive water of the highest quality.
EXEMPLARY PERFORMANCE IN: HIGH-QUALITY WATER. The District maintains the highest standards of water quality by conducting daily tests, real-time monitoring, and implementing thorough quality assurance protocols. This ensures compliance with all local, state, and federal regulations, and adheres to best management practices set by the American Water Works Association (AWWA). The District consistently meets or exceeds all primary standards for public health protection, as well as secondary standards that pertain to the aesthetic qualities of water, such as taste, odor, and clarity.
EXEMPLARY PERFORMANCE IN: PROMOTING ENVIRONMENTAL STEWARDSHIP. To align with industry best practices and promote environmental stewardship, the District has replaced sulfuric acid with carbon dioxide for pH control. This transition significantly enhances operational safety while effectively maintaining optimal water chemistry.
EXEMPLARY PERFORMANCE IN: OUTSTANDING & DEPENDABLE OPERATIONS. The dedicated team at the District remains steadfast in its commitment to providing safe and reliable water services, as well as responsive support to the community. Our personnel are consistently prepared to address routine maintenance and unforeseen issues, thereby ensuring peace of mind for our residents.

The Special Districts Awards Program recognizes innovation and leadership within Special Districts that have utilized technology to improve service delivery to its citizens. North Springs Improvement District was selected as the Winner of The 2019 Special Districts Awards Program in the southeast region for its advanced metering infrastructure (AMI).
