Nestled among Coral Springs and Parkland, the North Springs Preserve is a 150-acre stormwater preserve that beckons with its scenic beauty. The well-maintained paths and stopping stations ensure a safe and enjoyable journey for its visitors.
The Parkland 17 Memorial, within the North Springs Preserve, will be a somber space for reflection, honoring the memory of those lost. Serene paths will weave through its landscaped grounds, marked by benches for quiet contemplation. Tributes will flank the memorial in a unique remembrance of their lives. The peaceful atmosphere will foster a place for healing and provide a place for loved ones to gather and remember.

RFB #2026-10: Milling and Paving
The North Springs Improvement District (NSID) is seeking sealed bids from qualified, well-capitalized contractors for a turnkey milling and paving project located on Trails End between Pine Island Road and University Drive.
Project Scope & Technical Requirements:

Scale: Approximately 7,220 linear feet of 4-lane roadway (estimated 55,000 SY).

Scope: 1″ depth milling, base repairs, flush utility adjustments, 1″ Type S-3 Top Course overlay, ADA curb ramp retrofits, and temporary/final thermoplastic striping.
Strict Bidding & Contractual Constraints (Please review prior to requesting documents):

Firm Pricing & Mandatory Field Verification: This is a firm Total Lump Sum contract. No change orders for quantity discrepancies, asphalt price index adjustments, or fuel surcharges will be granted. Bidders are strictly required to independently visit the site and verify all field measurements prior to bidding.

Bonding & Financial Requirements: A $5,000 Bid Bond must accompany the bid submission. The District will hold 5% retainage on all progress payments until final completion and acceptance.

10% Maintenance Bond & 2-Year Warranty: Upon project completion, the awarded contractor must deliver a 10% Maintenance Bond valid for two (2) years to guarantee the repair of any asphalt, drainage, or striping defects.

Maintenance of Traffic (MOT): Total road closures are prohibited. The Contractor must provide a phased MOT plan with certified flaggers to ensure at least one lane of traffic remains open at all times.

Quality Control: The Contractor is solely responsible for hiring and paying an independent, certified testing agency for real-time nuclear density testing and final core sampling to prove FDOT compliance.

Experience Requirements: Bidders must demonstrate a successful record of completing similar municipal roadway projects within the last 36 months.

Liquidated Damages: $500.00 per day will be assessed for failure to complete the project within the contracted timeframe.
